For the Phase 1 of this project, the deliverables are listed below: 1. Portable High Performance Video/Audio CODECs • Audio: AAC-HE v2 and BSAC • Video: H.264 Baseline Profile Level 1.3 for mobile TV 2. Mobile TV and Wi-Fi Dual Mode Platform • Video streaming over Wi-Fi on 3.5” LCD screen • Local multimedia recorder and player functions • Mobile TV viewing for at least 3hours of TV viewing (1200mAh battery) • Core technology modules, including fast-lock for quick service discovery and channel switch, T-DMB demux, application based dynamic power management, and DSP multimedia engine For the Phase 2 of this project, the deliverables are listed below: 1. Portable High Performance Video/Audio CODECs Audio • AMR-WB+ Video • Advanced error concealment technology (such as predict motion vector for corrupted macro blocks) applied when reconstruct and render the media content 2. Multi-standard mobile TV (DVB-H/T-DMB) and Intelligent Handset Dual Mode Platform • Video streaming over 2.8 LCD screen • Local multimedia recorder and player functions • Mobile TV viewing for at least 3hours of TV viewing (1200mAh battery) • Core technology modules, including fast-lock for quick service discovery and channel switch, DVB-H/T-DMB demux, CA, RSS reader, email, SMS, SD, application based dynamic power management, and DSP multimedia engine 3. Image Processing • Image encoder and decoder up to 5M pixel supporting JPEG • Color interpolation and Gamma correction • Edge enhancement and Image special effect • Brightness /contrast control • False color suppression and noise reduction • Core technologies, including de-noise technology for video pre-processing to reduce bitrate, anti-shaking algorithm, dithering algorithm to compensate low cost LCD, and auto exposure (AE) and auto white balance (AWB)

This project, Portable Dual Mode Wireless & Broadcast Multimedia Platform, aims to research and develop a multi-standard compliant mobile digital TV platform that enables the receiving and viewing of broadcast mobile TV programs on the wireless network enabled portable devices, e.g. Portable Media Player (PMP) or mobile handset, by leveraging the convergence of wireless networks (cellular and Wi-Fi) and broadcast networks (DVB-H and T-DMB). Mobile TV is the most appropriate and profitable means of delivery high bandwidth usage multimedia contents due to its broadcasting in nature. Combined with mobile or Wi-Fi support, the platform provides a return path enabling interactive services. The project will address the challenges in the cost effective emerging mobile TV service delivery mechanism with the following major components: • Low power multimedia engine to achieve high quality content playback • Enhanced image signal processing algorithm for camera and LCD • Dual mode technology to support mobile TV and handset or Wi-Fi • Technology for improving usability and interoperability The technologies and product platform developed in this project include: • Multiple mobile TV and CODEC standards plus streaming over wireless network • Advanced image processing technology • Interactive service enabler • Usability and interoperability • Dynamic power management Phase 1 of this project will focus on dual mode technology and related multimedia engine for a mobile TV (T-DMB) and Wi-Fi platform.
